Boot up issues...

I recently built my new machine:

XP 2200 +
Soyo Dragon Ultra
512 pc2700 DRR
Aopen G4 128mb
7200rpm hdd

My problem is; when I go to power up my system, all seems fine, hdd light comes on, dvd rom light is on, fans kick in (I have 3 extra case fans) then after about 8 secs, the hdd light goes out and just the fans are going. There is no video when during this time. It take several attempts 3-10 when the computer has been turned off for a longer period of time, when its just been running and try to reboot it seems to successfully boot the majority of the time.

I had a 300w power supply, assuming that was the problem, I replaced it with a Works 430w. Still, the same problem. Once running the system is very stable. I have cleared the CMOS several times, but to no avail.

Is it possible my mobo is shorted somewhere? Any input is greatly appriciated.

It's a soyo motherboard and it probably has a FOC (fan on control) feature which means it will not boot if a working cpu fan is not detected. The fan has to have the third sensor wire too. To get around this, hit insert repeatedly and it should boot up just fine. Go into the bios and change the FOC to off so you don't have to worry about it.

Also, try taking the board out of the case and try a booting it there. If it boots fine, the board may be shorting out in the case. The CPU fan may also be it. Ape Out.

UPDATE

I rencently took my comp to a LAN, tried to boot it up there and I would just get the long beep and it would shut down (rarely did i get this before) so I tried clearing the CMOS several times, still no boot. We swapped out the video card, ram and still the same problem. When I got home I took the board out and reconnected everything and put in my old AMD 750, it booted up fine about 5x. So I plug back in my XP 2200+ (FBS is set to 100 by default in CMOS) and boots up fine about 5x. So Im thinking maybe I just had a bad connection somewhere, wrong. I rebooted to check my CPU temp in CMOS, 38C @ 1349mhz (I have a Volcano 7+ with 3 extra fans in the case) and It fails to boot, fans going but no video or beeping. I try about 4 more times and it boots up fine. Bad CPU, Mobo, or could it be shorting somewhere? Heeelp!
