Boot troubles

I recently built a computer for a friend of mine. It is a 1.2Ghz AMD w/ an Iwill board, 60GB 60GXP, 52x Acer CD-Rom, and a 12x10x32 Aopen Burner. The trouble that we are having is when we try to boot it always takes 2 or 3 tries to get past the BIOS but it always eventually boots up. My first inclination was the powersupply. I thought maybe that it took a few tries to get everything to spool up. I havent been over his house yet, so I havent had a chance to experiment with it. But it is a 300Watt PS, so I dont know what to think. Does anyone have any other suggestions, just in case it isnt the powersupply?
