Boot toshiba laptop with external USB hard drive?

BIOS has a hard drive priority option which says primary (internal) or secondary. Tried using secondary, it was a no go.

It appears that laptop has a modular options bay, the Slim SelectBay, where you could stick an optical drive, or a hard drive, or a floppy; that is what the secondary drive refers to.

The manual does not give any indication that it has an option to boot from a USB drive of any kind.
