Boot hang up

Hello

So I'm using an eVGA 122-ck-nf68 motherboard, my system has been working flawlessly for over a year, now all of the sudden I can't boot to Windows or even into safe mode. When I power up the PC the initial screen has vertical, green dotted lines in several spots. Right away I figure it's the video card, but I'm not sure if that would cause a PC to not boot. At first I could go into safe mode, and the dotted lines went away, so I'm thinking its not the video card. Now I can't even get into safe mode, it either boots all the way to the windows loading screen and loops back to the beginning, or freezes on the initial screen.

My motherboard shows a post code 75, which I believe is IDE HDD detection.

So far I have tried different RAM and different RAM configurations. I have unplugged my secondary HDD, I have changed SATA ports on both hard drives, I have changed SATA cables on both hard drives, and even unplugged my IDE DVD rom drive.

Here is my system...let me know if you guys have some ideas.
