You have a dead heating element in your water heater and the second element is running full time.

if this is the case, what do you think the chances are of getting my landlord to fix it and pay part of the bill?

vTrider: was it 8times the useage?
edit:
why do you think it is the water heater?

If I remember correctly, the bill was around 4-5x higher than normal (around $450.00)

Space heaters sucks lots of electricity. I know when last winter I decided on putting space heaters in individual bedrooms at night only to save on the central natural gas bill heat. Ended up that month my electric bill jumped by almost $200 dollars while my gas bill dropped by like $50. Needless to say, I don't use those space heaters anymore.

On the topic of space heaters...

You can calculate how much they cost to use. Since they draw a fixed amout of power (1500 watts normall). 1 hour of use = 1.5 Kw/h. Your bill should tell you the price of a kilowatt/hr. I think that's how it works.

Any updates Journer?

i wired up a new thermostat back in college, somehow got the wires crossed and it ran the heat the same time as the A/C, obviously this didnt work so it ran constantly.

A month later i get a power bill for $450 😀
