Board won't boot after I take it off standby power for a while

I have a soltek 75frn2-rl and it hits 200 plus mhz fsb just fine. However, when I turn off the PSU power feed to the board and I turn it back on, it will no longer boot until I clear the cmos. I found out that this only happens when the fsb is above 190mhz. I know my board and chip can run higher than 190mhz stabily because its now running 211mhz fsb without a hitch. I found out that my VBAT rettings are only 1.5V, which is pretty low but I swapped batteries and its still only 1.5V. What should I do? Its pretty annoying to have to lower the clock every time I need to switch or move computers.
