Try repairing Internet Explorer? I saw something like this happen to me, but the text was FREAKING HUGE and bold instead of blurry. The same fix that you're using would get rid of it, but it was annoying.
Not sure if it will help, but it helped with mine.
from your Control Panel, go into Add/Remove Programs and find "Microsoft Internet Explorer X.X and internet tools." If it's not listed, that just means that you've never updated IE and have the original install from when you installed Windows. No biggie.
Anyway, highlight it and click "add/remove." On the new window, choose "Repair internet explorer" and click <ok>. Click <ok> on the next few things and let it do the work for ya. You'll be asked to reboot after the repair completes.
When your computer comes back up, check to see if that did it for ya. If not, you might consider reverting Internet Explorer back to a previous version. If that works for ya, just run the Windows Update and install the version that you had again.
To revert IE, go through the same process as above, but choose "revert installation" or something like that in place of "repair Internet Explorer".
