blurry text comes and goes

i have a hp pavilion a250n w/ a mag proview 19 inch moniter.
the graphics card is a nvidia GEForce 4 mx 440. i know it's not the best
actualy cheap but......

Anyways i will be surf'n or running different programs i my text especially in the start menu get distorted severly .
it does'nt do it all the the time but often.
could it be my video card or moniter?

i will buy witch ever one is the problem, but can't afford both at a random hope it fixes it deal.

i thought it was my eyes but the wife said she could see it also..please help
 
9/10 this is the monitor. Most places do allow returns if this is not the problem but I would bet that it is.

i kinda thought the same .
it is just a cheap moniter from wal-mart about 3- 4 yrs old.
i guess it's time for a lcd .
