Blurry screen... Monitor or Video Card?

Right now, My video card is an ATi Xpert@Play 98 AGP.

I am running Windows at 1024x768 @ 85Hz, and the screen is looking blurry on my 15" monitor. I can turn the resolution up to 1280x1024 if I put the frequency to 60Hz.

Do you think the screen is fuzzy because of my video card or the monitor?

I'm just wondering cause I'm getting a new video card (either v5500 or GF2), and I've been hearing that the GF2 is looking blurry on some peoples computers.
 
I have an Optiquest Q53 (while my 19" is getting fixed 🙁) and it is really blurry too 🙁 So, if you have this monitor (unlikley I suppose) or something like it, it could definately be caused by the monitor.
 
The only way to tell if your card or your monitor is causing the blurriness it to try a different monitor and/or a different display card.

I've used an AGP ATI Xpert 98 which uses the same chip as your card and it works fine on my 17" monitor when I run it at 1024x768 @ 85Hz.

However, I tried a PCI version of the same card on P200MMX with another monitor at 1024x768 @ 85Hz but it was blurry. I could only get a decent image when running the monitor at 800x600 @ 90Hz. I also tried an S3Trio64V+ card and an S3Virge/DX card on the same computer at 1024x768 @ 85Hz and 800x600 @ 85Hz but the images were blurry for the four different combinations. I think with the S3 cards the fault is with the display cards because I've seen them drive other monitors and the pictures were blurry then as well.

I expected the PCI Xpert 98 to run the other monitor fine at 1024x768 @ 85Hz because the AGP Xpert 98 did it with no problem.
 
Blurriness caused by the card or cable will usually be horizontal, but when it's from the monitor it's even in all directions. Most likely a capacitor is going bad, either an electrolytic (cheap) or one built into the flyback (expensive). Try replacing all the electrolytics around the flyback that are rated for approx. 100-300V. Watch polarity - do not install any backwards.
