bluetooth adapter: pcie or usb

is a pcie bluetooth adapter any better than usb adapters? I have a usb one and there's always a slight lag for it to start up the bluetooth devices (mouse/keyboard) but I noticed on some laptops with internal bluetooth adapters that there's little to no lag. wonder if its just the type of usb adapter i have.
 
could be:

A) Driver issues
B) BIOS Settings issues
C) BT versions/settings issues
D) Type/brand/specs of adapter itself
E) USB version...1/2/3....make sure this matches what your device is spec'd to run on
F) PCIe version 1/2/3....same as above

all things being equal & correctly matched, there shouldn't be a major difference in how long the the two types of adapters take to become active.....

but in general, I would say that pcie slots probably receive power from the mobo a few seconds sooner than the USB ports do, but it should only be a second or 2 maybe less......
