Blue Screens, Freezes, Resets, Errors... PLEASE HELP! ;(

To make a long story short, my friend put together a computer and quite frankly, it equals crap. :(
Here are the specs:
- Soyo P4S Dragon Ultra (Retail)
- Intel Pentium 4 1.7ghz (Retail)
- 1 stick of DDR2100 256MB (Generic)
- 60GB Western Digital Hard Drive 5400RPM
- Hercules Prophet 4000XT 64MB

The message title lists all the problems it has. I've alredy tried countless things, such as setting the optimized defaults in the BIOS & Fail-Safe defaults; I reinstalled Windows ME (I tried two different versions) a good 5 times; I tried formatting it to WindowsXP a couple times; I tried switching video cards; I tried repartitioning the hard drive, flashing the newest BIOS, updating mobo & video card drivers... I'm sure there's lots of other things I cant try. Please help me out, I'm willing to try any suggestions you guys/girls give me. Thanks in advance. :)

Yes abey03, his comp does suck.

Thanks for the reply Cholly, but I think the heatsink is seated correctly. The CPU temperature is around 42 degrees Celcius, which is pretty low right? I'm also pretty sure that he didn't overclock anything. We put all BIOS settings to the lowest possible. Do you think it might be the power supply? The power supply he is currently using is 300w, but it says it's "P4 Ready."
