blue horizontal lines? cant boot into windows help!

my rig has been sitting in a friend's basement for about three months collecting dust and possibly moisture. I moved back into my place yesterday and boot up my machine. i noticed horizontal or vertical lines through the screen when i was running programs that were graphics intensive. i shrugged it off until this morning when i noticed the entire screen was frozen. now, when i try to reboot i see horizontal blue likes on the screen and the machine fails to boot to windows.

i tried swapping out the ram and the same problem occurred. i tried cleaning out the fan of my video card because i noticed a whirring sound but that hasnt worked. perhaps it is a cpu problem? at this point i'm not sure what to do. should i try getting a replacement fan for the video card? or a whole new video card?

if anyone is familiar with this type of situation, help would greatly be appreciated thanks!
 
Sounds like either a video card issue or power issue. More than likely a video car d issue. Try switching in a new graphics card.
