Blu-Ray + HDCP Compliant vid card connected to RPTV with component = possible?

So if i have a HDCP compliant vid card but not a true HD TV but rather a 1080i rear projection TV that takes component input, can I still watch blu-ray on it via my HTPC?

Will the content be downsampled? to lets say 420P?

no, the video card can only pass the high def signal via a hdcp connection (hdmi or dvi-d). If you buy anydvdhd, it will remove the hdcp requirement, though it may not work with all movies (they have to patch it quite often for new releases, sometimes it takes a few weeks)

Without circumventing the anti fair use scheme it would indeed be downsampled to 540p. Still better video than DVD though.
