My friend's computer will not boot or even post. When the switch is turned on, all that happens is that the fans spin. The drives do not spin up, and no video signal is sent. I noticed that next to one of the capacitors by the CPU is what appears to be some brown liquid that dried up. Could this be a blown cap? I am asking because if this is the case, I will just buy another motherboard without going through the process of testing each individual component.
