New York City passed a balanced budget amendment to the city's charter I believe. It's really a terrible thing for the gov't to be forced to balance its budget during an economic downturn. That's just the sort of time gov'ts need to be free to spend.

Tell him what . . . there is no legal requirement to balance the federal budget. Hell, these Republicans talk about federal deficits as a function of GDP. Where the hell did all the fiscal conservatives go?
