I recently found out my blood pressure is 128/71. What's a normal blood pressure for a 22 year old?

Certainly there is a "normality" range for that. I heard that 120/80 was the pressure for the aviators :D
As I am no doctor, I accept what your doctor said. Anyway, as I heard, the best blood pressure varies with age also.

That's correct.

When I got tested a few months back I was 128 / 84 which they said was pretty good.

Optimal blood pressure is 120/80, with 140/90 being in the high-normal category. Anything below 90/60 is considered to be hypotension, and anything above 160/100 usually requires treatment. If you happen to fall below ~50/35...I'm sorry to say that your dead. :p
