Blocking software on lan

Heres the deal im on a wirless router with my roomate and the guy seriously needs
to cut off the drugs that are css.
So I was wondering if it was possible to block certain programs (notabley css and steam alltogether) via the router config competly and/or at certain times? How would I go arround doing that.

I dont mean to be a parent but if you saw this kid you would do the same, he
needs some time off.

my router is a Hawking HWR54G
and we both connected via cat5 cable.
