Blocking PS3 from Internet

Is it possible to permanently block out a PlayStation 3 from
our Internet?

My brother often times gets on to the Internet and this significantly slows
down any other appliance that is also on.
I've heard of something called "Mac filtering" however I am not too
familiar on how it works.

I'm trying to block the PS3 from an AT&T 2Gateway Modem.

I'm not too tech savvy when it comes to modems so any help would be greatly appreciated.
 
The PS3 needs to be able to access the Internet for system updates and many (if not most) games.

I have a hard time imagining anything that the PS3 could do online, except maybe movie streaming from Netflix or Hulu or other similar site, that would have any effect at all on the browsing of other computers on your network, and even that shouldn't hurt browsing for other computers unless your connection is slow enough that the streaming would take up all available bandwidth.
