Blocked out graphics in-game... help?

Hello, I have an ATi 9700, and when I'm playing Half-Life/CStrike, I get this blurry blocky line that runs across my screen, it goes from top to bottom, it starts at the top, goes all the way to the bottom, then re-appears on top again. How can I fix this? What should my settings be at? In Open-GL, i have my AA set at 6x and my Antistropic Filtering set at 8x (was at 16x, still had the same problem though), my texture preference quality it is at maximum, my mipmap detail level is at maximum also, and my vertical sync is at: application preference. I don't get these kind of graphic errors in other games... just Half-Life. Anybody know what the problem could be?
 
I believe this is a known driver problem but don't quote me on that. There are a few games with similar problems on the 9700 also.
