block vicious sites, how?

Much more laborious method but you can point offending sites to the loopback address in your hosts file. Much to labor intensive to be an effective way manually but that is the method used with some software. They just create and/or edit your local hosts file.
 
You can download a pretty comprehensive hosts file from mvps.org, install firewall and configure it properly, a router will be of limited use - its more useful for protecting inbound hacks. You need to run adaware frequently, keep your windows update uptodate, use Firefox as your web browser, disable active scripting in IE, as well as the other suggestions made above. Plus shut your computer when you are not using it.

You should use 0.0.0.0 instead of the loopback address, since the loopback address can be valid, but 0.0.0.0 never will.
