Blizzard denied me

This is retarded. A stealer was playing on my account for half a year (i think) after transferring my character to a PvE server. I asked for Blizzard to transfer me back to my PvP server (with old gear), but they said no

What's the big deal? It's not like any real PvP happens on PvP servers anyway. Unless you're trying to gank level 18's in Westfall, but then you can't really call that PvP can you.

well i figured that Blizzard had the power to do it since I didn't authorize the transfer, and I was willing to lose all the gear the stealer got me...

just FYI blizz HAS allowed PvE-PVP transfers, they let the entire FoH (Flires of Heaven) Guild xfer from pve-pvp way back in old wow, few other guilds were allowed to as well
and recently they let a few of the top arena people xfer from PVE to PVP

What they can do does not matter. What matters is that you are one person and they are Blizz, so bend over and take their customer service cause that's as good as you'll get by yourself.

My brother hit a keylogger once and got scammed hardcore. The guy transfered the character to a completely different account. When we contacted blizzard about this they said they would investigate the issue. Well, shortly after we received and email that they couldn't find a problem. I fought tooth and nail over the phone with them, but they simply wouldn't budge. Level 70 geared rogue gone before our eyes.

You can if they both have the same owner. Your situation sounds very fishy to me, Zep.

Register a new account with the same name as the other owner, done. You only need the special question answer to the account that's being transferred to.

Blizzard should just allow PVE to PVP if you already have a 70 (or whatever the max level is at the time) on the destination server.

Same last name and secret answer and you can transfer between account.

When my account got hacked, two level 70 chars were moved to different servers. Blizzard moved them back.

Sounds like they were moved to a different PVP server, or your two 70s were originally on a pve server. Blizzard is ridiculously strict on pvp to pve transfers. especially given the OP's case of having the character hacked for 6 months.
