They failed to realize sanctions would have no effect on Saddum's regime and overlooked the effect they have on the population. The cycle is being repeated with NK.
It's all a result of random foreign policy, too much concentration of power in the U.S. in the executive and lack of resolve of foreign countries to provide their own damn security.
Provide own security? But who is really threatned by Saddam? Other than other Iraqis?
And the only country that poses a security risk to my country is the US, and there's nothing we can do about that.
