i just overclocked my comp but it was running unstable at the selected speed so i decided to downclock it back to default which is 2.53gig. But now when i load into windows it sits on the welcoming screen in windows xp for about 15 seconds then when it finally loads in all i get is my desktop wallpaper and no desktop icons or start menu/task bar. All i can do is go control alt delete and bring up task manager, but when i try to run certain programs like system restore and explorer, it just wont load them. So i am stuffed. Any ideas or is a format the only solution?

Sounds to me like the overclock caused some file corruption. Do a repair install of XP and that "should" take care of it.
 
You just need to let scandisk run before loading. Go to the prompt and do a scandisk c:
If that doesn't work just go into safe mode, you should be able to see your icons, and then just restart in normal mode and it should be fixed.
Don't know why but this seems to work.
