Through out the campaign to get votes in through the UN, Blair had meetings with Clinton to talk about the political situation between Europe and the US.
Despite what you may think of the man's morals, he is a masterful politician and very intelligent political analyst and it says volumes when Tony Blair asks for his advice.
If a sleeze like Clinton can get reelected than he does know that part of the political process. That of course says nothing about the validity of his policies or his effectiveness once he is in office.
Under his policies minorities flourished in the states, they had better education, better housing.
Internationally, he was the most respected president since Kennedy very popular with world leaders and respected immensely by then young upstart prime minister of Britain, Tony Blair.
His sound economic policies allowed for the boom of late 90's, he wasnt directly responsible for it but neither did he stop it... under him federal spending was under control and he had the biggest surplus in the nation's history.
Sounds pretty effective to me.
