Because they know that they did nothing wrong at all and that the evidence that would prove this is not as strong as their word so that just went ahead with the repairs.

It wouldn't surprise me if they took off some perectly good parts, replaced them with some shot up parts and then repainted the whole thing to cover their tracks.

1. I don't recall that an investigation was launched until at least a little while after teh ocurrance. Other similar events haven't ben investigated. They may have repaired before becoming aware of an investigation.

2. I don't see how it's much in the way of evidence anyway. Anyone could've shot up the vehicle at any time. They would have need to impound the vehicles immediately and evidential chain of custody proceedures followed. That's not gonna happen there.

Yeah, and that's exactly how you DON'T get democracy. Everyone can follow the rule of law and make sure even the folks policing the streets are held accountable when there's nothing going on, but doing it when it's tough proves whether you really have a democracy or whether it's window dressing bullshit for the folks back home. Every time those overpaid contractors fuck something up and nothing happens, it hurts our chances that much more and makes it that much more obvious to the average Iraqi that we're not there to spread democracy.
