Blackberry storm help

I have a blackberry storm i just bought used but in like new condition. It was claimed unlocked, but when i puy T-Mobile or AT&T card, i get this message. Mep check failed. Do you want to enter Unlock code.

I am not sure it requires unlocking or it is something else.

Sounds like it still needs unlocking. I have an unlocked Storm(9500 GSM) and I can put any SIM I want in with no prompts.
