Black boders with tv out

I've got some black borders (from all sides) when using the svideo out of a shuttle system with a s3 twister onboard video card (ntsc tv).
this is the exact system I have with a p3 1.0B ghz:

Now they are not really annoying but I'd like to remove them.

Tv tool does not work since its not a nvidia card.

I can only select 800*600 as rez when on tv
I think my problem would be solved if I could somehow force it to display in 1024*768 but I dont know how.

Any idea how I could correct this ?

Mayhaps S3 provide a CP for adjustment or overscan?

unless its something more I have to install there is nothing in the control panel ...
