Bizzare periodic high CPU load

I'm pulling my hair out currently. I'm running Win2K, and periodically, my PC speaker makes a quiet beeping sound. When it beeps, CPU usages jumps to 100% briefly, and everything pauses, it's too short for me to see which app/virus/other is doing this on the processes list, but often enough for the CPU load graph it show some heavy periodic CPU usage.

I haven't installed anything new before this started happening today.

Clues?
 
Alright, I figured it out (I hope). Apparently, one service that I always had running was the culprit, routing and remote access. Why it caused beeping and such high CPU usage is still a mystery...but my DSL connection wan't being used, so I think I can rule out one cause.
