Bingo. Some routers are fine (my £50 el-cheapo no-name-brand router is fine with a different firmware), but some can lock up, drop clients, drop packets, etc.

It's a lot of work for a router to manage a few hundred simultaneous connections.
 
An alternative for pirateers to share programs and other copyrighted material. Major ISP's are working with authorities to allow connections but limit the transfer and provide details where available on all legitimate allegations, etc.
