What it is i am using a xpertvision 9800gt 1GB (OLD I NO LOL). Anyway thing i need help with that i can play most games with out any lag but when i go to play mw3 it lags like mad i can play mw2 no probs. I am using a xfx540pro power supply witch i was told will be fine for that card. And my CPU is a quad core q6600 and i got 4GB ddr2 ram. I have got a factory oem motherboard that i got in 2008. Do you recon that if i got a new board it will be fine with new ram are is it the computer
 
You need to turn the settings way down or look into a new video card. Then you might be cpu limited, in that case, look into a new system. It's a pretty resource intensive game despite using the same basic engine as Cod4. It's all the extras packed in.
