Biostar TPower I45 breaks FSB record with 724MHz!

Is BIOSTAR considered a top tier motherboard manufacturer, like Asus and Gigabyte? I haven't heard much about Biostar.

No, Biostar is not a tier 1 manufacturer, however they make good boards.
 
They are a smaller operation like DFI but that doesn't mean they don't make good boards- all indications are that they are top stuff.
 
Would getting one of these mobos allow me to OC a 45nm quad-core higher? Or is the FSB limit mostly a factor of the chip, and not the motherboard?
Too bad the OC record wasn't set with a quad-core, I would have liked to see how high you can go with a quad. Overclocking quads is quite different than overclocking a dual-core.
