Biostar M7viz-Sempron 2400+ compatible?

New build-older components and it won't power up. Any ideas where to trouble shoot? The case is an Apex Pc 336. 350w mustang power supply. Biostar m7viz-sata version 7 mobo. Amd Sempron sda2400dut3d, socket a, thoroughbred 1.66ghz, Single-core.

I've checked the mounting no shorts there.
I put in a 1.4 t-bird and it powered up but the sempron won't.
jumper set at 133.
this board doesn't have the north bridge power header. Just the standard atx power connect

Any ideas?
 
I built a loaner about a year and a half ago for a grandkid, using a fullsize Biostar VIG or VIW, and most likely still have a copy of the manual (pdf) on the utility (files backup, prinbter server, etc. ) PC, if you want a copy of that. I used an XP 2200, I think, which should be about the same as that Sempron (Thoroughbred B). PM me with your eMail if you want a copy.
 
Doing a little research in the forums, I think my problem is the heatsink. I ordered an Ultra fire that supports xp as well as sempron up to 2800+. When I put it on it was a tight fit for the space. I know it was resting against a copper coil and other capacitors. I just hope I didn't short anything out. Or burn it up.
 
Sounds to me as if you need to dig into that bunch of spares and breadboard together another MB in order to test the CPU on. I almost always test a new setup without a case, myself, just loose parts on the work bench, connected togther. When Cooler Master was clearing inventory on a bunch of something "Dream II" CPU Coolers for less than $5.00 each, I picked up three (at least) and used those on the last several Socket A builds I set up for my more budget conscious relatives wanting PC's.
 
Yeah, I did pull the mobo and ran it on the table with the t-bird. It ran fine. I'm pretty confident it is a heat issue. This ultra just isn't the correct one. It's way oversized and too snug for the space. I'm just going to spend the extra bucks and purchase a quality heatsink. If that doesn't work I'll look for another board. I plan on building a couple of budget systems for x-mas anyway.
 
Thank you all for the information. It appears that I have my work cut out for me. Flashing bios is so much fun. Going shopping for a heatsink today. Any recommendations?
