Biostar M7viz-sata- Amd Sempron 2400+ Compatible?

New build-older components and it won't power up. Any ideas where to trouble shoot? The case is an Apex Pc 336. 350w mustang power supply. Biostar m7viz-sata version 7 mobo. Amd Sempron sda2400dut3d, socket a, thoroughbred 1.66ghz, Single-core.

I've checked the mounting no shorts there.
I put in a 1.4 t-bird and it powered up but the sempron won't.
jumper set at 133.
this board doesn't have the north bridge power header. Just the standard atx power connect

Any ideas?

I've seen this thread in another AnandTech forum. Duplicates scattered in more than one place are against the rules. You should know that.

Thanks for the response. The sempron is a new purchase from newegg. I think it is a heat issue. The Ultra heatsink is way oversized. It hangs way past the cpu platform and is resting on a coil. I'm just going to try a different heatsink.
