Biostar iDEQ 210p problem

When building a new PC mainly for HTPC use, I bought a Biostar iDEQ 210p barebones and outfitted it with an Athlon 64 3400+, WD Caviar 2500SE HDD, 2 x 512 MB Corsair ValueRam, LG tri-format DVD burner, XFX GeForce 6600GT graphics card and Windows XP MediaCenter 2005. Upon puttine the system together, I found I couldn't install a PCI based TV tuner card (the heatsink/fan on the graphics card blocks the PCI slot). I purchased a Hauppauge WinTV-PVR USB2 external PVR to do the job. All seemed well until I connected to the web to get the MediaCenter driver for the PVR. When attempting downloads, the system suddenly reboots. In some cases, the system will reboot when browsing a web site such as TitanTV.
I'm wondering if I have a power supply issue. Unfortunately, I haven't been able to find a utility that will monitor and report power supply voltages. When looking at voltages in the BIOS, all voltages seem to be within acceptable limits, reading a few percentage points low.
Could the graphics card be the source of my troubles? I do have a BFG GeForce4 Ti 4200-SE and an ATI AIW 9600 that I could substitute in its place, however neither of these cards is on Microsoft's list of compatible products.
