Bit confused - I just finished bioshock infinite with ZERO achievements. Not that I really care but shouldn't that be an achievement 🙂
 
I think achievements are currently broken on this. Steam added the achievements in a patch a while back, but they don't activate.
It's the same with Batman Arkham Asylum.

So, it's not you or offline mode...
