BIOS wont even come up!

I recently upgraded my system and have now ran into a lot of problems. After setting the new motherboard, processor, etc up I attempted to turn it on, but when I did nothing seemed to happen. I looked closer and noticed the
drives were spinning, heatsink and motherboard and video card fans were on, but nothing was coming up on the monitor. The BIOS screen never came up.
This is the problem that exists now that I cant figure out.

The previous system was a Duron 700, Abit KT7, 256MB PC133, MSI GF4 MX 440, Antec 300W PSU, etc.
The upgrade was to a AMD XP1700, MSI KT3 Ultra2-R, and 256MB PC3000.

After the upgraded system did not work, I attempted to revert to the old
system, but I then got the same problem with it. I do not have a clue what
caused it, but at the time I presumed it was the PSU.

In attempting to fix this system so far I have tried everything I can.
I have done this with both the old and new setup, with no change in
functionality.
-I have used swapped out the PSU with an Antec 350W unit I have, did nothing.
-Using an old pentium 2 system I have, I verified the 350W PSU, graphics
card, and the PC133 memory worked.
-I have tried numerous other video cards and monitors that I know work, but
still have the same problem.
-I have no way of testing the original PSU, and I am afraid of plugging it
into the P2 system.

What is the minimum that must be hooked up to a motherboard for the BIOS
screen to show up?
-I have tried running the system with only, the video card and motherboard,
but it didnt change anything.
-I have also tried running without memory, with processor and without
processor, with memory.

If I buy a new board can a processor fry it?
And if I buy a new processor can a board fry it?

Anyone have any other ideas on how to fix this?

I would like to just scrap it and start over, but I dont have the money now,
so I need to find out the minimum I have to buy if any to make it work.

The minimum is mobo+CPU+ram+vidcard+PSU

Just some ideas that may be of help (you may have already tried these)

I'd suggest making sure the PC Speaker is plugged in .. and listen for beep codes when you power it up ... you may be able to get a better idea of the actual cause of the problem.

AlsO make sure the vidcard is making good contact with the Motherboard .. I've seen some low quality cases that dont really allow the vidcard to connect securly to the board ...

Try the Ram in a different slot ... perhaps one of the memmory banks on the board is bad

Try the duron700 on the new board ... perhaps the 1700 is dafective

check the jumpers on the board ... perhaps the jumper that resets the bios is set to reset, rather that normal operation

Hopefully these ideas are of some help to your situation
 
Boilerplate-01:
. Most frequent causes of failure to boot:
1- RAM, CPU or AGP video card not seated properly, or a bent pin.
2- Drive data cable on upside down or only on half the pins or shifted a pin or two (usually Floppy or Zip drives).
3- CMOS needs to be cleared (AC power must usually be disconnected or attempt to clear CMOS may fail). Follow mobo mfr's instructions as some need to be powered on to clear. If yours is a "power off" clear, then be sure AC is disconnected.

An additional reminder.

Make sure that the Power is Unplugged when swapping any devices
(cpu's, video card, memory, etc..) on systems with ATX PSU's.

Having the system powered down by the On/Off switch is not enough.
Power is always supplied to the motherboard on ATX PSU's.

Note: If the PSU has a ON/OFF switch it will accomplish same thing as unplugging.
 
The speaker is now plugged in, but no beeps. Everything seems to be seated properly. Tried a differnt slot for the RAM, reset the CMOS many times during this. Still no luck.

Any other ideas?

Anyone think the mobo or power supply could be fried?
The processor has a 3 year warranty from AMD, should I try to RMA it? How hard is it to directly RMA things to AMD?
 
it is possible.

remove cpu/ ram/ vid card,

then reseat again. I have seen MANY instances where things seem to be properly seated when they were not.....
