Refers to clock cycles (not to be confused with CAS Latency) that the RAM is open for data transfers, refresh and such. The 7t, 9t is slower and more stable. Use the faster 5t, 7t and then if your system becomes unstable, change it back to 7t, 9t.

Not 100% sure what this refers to but the same principle as above. Normal for better stability and strong for increased performance.
I would change these one at a time and then thoroughly test the system for stability and performance. Then change the other. That way you will isolate the benefit or detriment to your system. Hope that helps.
