Basically, I have a backlit PS/2 keyboard. when I turn my PC off, my motherboard apparently still powers the PS/2 port, so the LEDs stay lit. Wake/boot on PS/2 keyboard setting is turned off.

Mostly I just want to have the LEDs turn off on their own. Having to manually turn them off when shutting off the computer is mildly annoying.

My mobo, if it helps: http://www.newegg.com/Product/Product.aspx?Item=N82E16813157195

The PS2 port may be damaged. Try powering off completely, using a power strip, or else the rear PSU power switch. Then press the PC's front power switch, to discharge the PSU's capacitor. Leave off for several minutes, or overnight.
Or: try using a USB keyboard instead, temporarily.
Note: never plug in a PS2 device while the system is powered up. Which can damage the PS2 port.
One other thing to check: use a circuit checker to verify that the Hot & Neutral wall plug circuits are correctly wired.

o_O it's a new motherboard, I've had it for less than two months, and the previous one did the same thing.

I assume I just have a setting wrong >_>

The PS/2 and USB Ports are powered so that they can be used to wake the computer. Look at the "wake by" settings. If its even possible to turn the power off, it would probably be done by turning off the wake-by-PS/2 setting.
