BIOS setting ? for Overclocking Athlon

I just purchased and installed a 1.2 ghz 266 Athon (AVIA) on an Abit KT7a-Raid. I can run extremely stable at 1.33 (10x133), even at lower than default voltage, but a 1.4 I won't complete boot process. I typically run with most if not all of my BIOS settings maxed (I have Crucial Ram). I noticed that when I lowered the RAM's aggressiveness (i.e., from Turbo to fast), I could get all the way into windows. 3dMark would still crash, so I'm still not stable.

Here's my question, while it appears to be the case, I ask if lowering other bios settings like the RAM is related to overclocking ability. I am not overclocking the FSB, so I didn't think that these other settings would matter. But my own evidence (albeit limited) shows the opposite. Does one stand a better chance of overclocking the multiplier if these other settings are lowered (e.g., Ram settings, fastwrites, etc.)? And is it worth it to move from 1.33 to 1.4 if you have to slow your Ram timing and other bios tweaks?
 
Tweaking other settings than BUS speeds does not have any effect on your ability to raise the CPU clock speed. In my opinion, it's not worth for example lowering the BUS speed to get a 0,5 higher CPU multiplier... slower RAM for example could become a bottleneck in your otherwise high performing system, at least in real-life applications like games, not in cpu benchmarks.
 
That's kind of what I thought. I guess I'm pretty surprised that my system won't run stable at 1.4. I was under the impression that AVIA 1.2 Athlons would overclock to 1.4 and AXIA would go 1.5 or 1.6. I know heat is not a problem in my system. I guess I just have no luck when overclocking. I can only get my Duron 700 to 848. 🙁
