If you're just formatting/reinstalling Windows, then your BIOS settings won't be changed at all, so you won't need to worry. You will only need to take a record of them if you're changing the BIOS chip or are resetting the BIOS for any reason!!
If you're overclocking, and it won't POST, turn the power off, press and hold the Insert key on the keyboard, and turn the power on, that will allow you to boot at standard CPU/FSB speeds. No need to reset the whole BIOS that way
