BIOS recognizes Hardrive Windows 98 Dosn't

If the bios recognizes the hardrive it means my jumper settings were okay. But then howcome my windows 98 pc dosn't recognize the hardrive. (It's a 4GB)
 
Is this an additional drive or to be used as the boot drive?
Go to the command prompt and see if FDISK sees the drive. What type of file system is on the new drive?
