Bios problem

I have a board that appears to be dead. No posts, video, etc... I pull the battery and change the jumper to reset the CMOS, and nothing. I pull the bios chip and let it sit out of the machine for a while with the machine unplugged and battery out. I put the chip back in and the machine will boot. When I power it down and turn it back on, same problem. Do I have a bad bios chip, battery or what?
 
The motherboard is a Biostar M5ATA, it has an Award BIOS (5/27/98)date. The processor is a Cyrix 6x86MX.
