bios problem, board problem, or proc problem?

The board defaults to a multiplier of 4, if I have memory (corsair xms3200 (actually pc 2700, from before 3200 was a spec), newer corsair xms3200, or crucial ddr 266 (back from 2 machines ago), however, if I have a chip in the second or 3rd slot (and not in the first, or in the first, no difference), I cant change the multiplier (machine just freezes when I try). Is it the bios, the memory controller, or motherboard? Any suggestions would be appreciated as I have been trying different memory, settings etc... For hours now.
