Bios Lockup

I have a Soyo 6yBB motherboard. I just purchased the IWill Sloket II adapter card. I put that in there, and my recently purchased PIII 700 Coppermine FC-PGA. It boots up, but only until the point to where is reads the cpu speed. Then it locks up saying "-98mhz". What is wrong? I read my motherboard website, and it says to update your bios. But I can't update it if I don't have a computer to do that with. Don't they realize that? And the IWill Sloket II is supposed to have a VRM converter and voltage support. So any suggesstions?
