Bios and windows differences

My OCZ memory in the bios setup reads 245mhz (im running it @1:1) but when I boot to windows cpuid reads 233 mhz for memory frequency. this is the first time it happends.
My fx-55 is running@ 2.81 ghz

why is this happening ?

I kinda wouldn't mind an informed explanation as well.

I have had the same thing going on with my system before.
