bios and the cpu

Hello, I have a mobo msi 865pe neo2-pfs(601-6728-110). I can't tell what version it is. I went to the website to get updates(bios), and noticed and saw this--
1. This is AMI BIOS release
2. This BIOS fixes the following problems of the previous version:
- Supports Prescott cpu
- Adds Internal VGA SVID/SID
- Modifies -12V detect.
- Supports Extreme OSB logo.
- Changes ICH SATA SDID/SVID

on the bios update page,4th one from the bottom.
1st..I have a prescott cpu 2.8 and it does not seem to be working to it's full potential. Is this the problem,that it does not have this update? present bios v3.0
2nd..I have never done a bios update and I know that they have a tool to do so on their site. do I have to get all of the other updates previous to this one before doing this one in order to get all other updates up to this one or will this one have all of the previous ones included in it and so on for each of the updates that are after, that pretain to my certain mobo.
I hope that I have given enough info and made my question clear.
