Yes.
I mean, Einstein wasn't clever because he was raised nicely. You can't possibly think that every person ever born on this earth (are there really others?) had exactly the same inherent ability and talent in every field, and some people become hugely intelligent and others miraculously stupid, just because of their formative years?
If everyone had the same level of intelligence, wouldn't we all learn to talk/walk/integrate after a set amount of time? Say we could talk at a baby for a set number of hours, until it learnt to talk.
