binding keystrokes in Windows XP?

I want to bind stuff like accents over letters (for typing in Spanish). I know there's a Spanish keyboard in the language/regional options, but I do most of my typing in Dvorak and the Spanish keyboard is still basically qwerty.

I also know that each letter has a command that can come up if you hold alt and press a sequence of numbers (I think that's how it's done, I haven't used that in a long time), but I don't want to memorize that and it's not that convenient.

Is there a way to manually bind keystrokes so I can get letters with accents to come up?
