A) My friend was not western born he was born in Pakistan.
B) "The predominant religion" thing? Who cares what religion the people are? as I've stated before, does that necessitate autonomy? There were few ethnic tensions before outsiders got involved. Most of the terrorists killed, 63% are identified as Pakistani and Afghan (by rifle signatures and I.D. cards), not those local to the area. And those that are local to the area have probably been family or friends of those that were wronged by the Indian army. I will never say that people there have not bee innocently killed by the Indian military. But, the circle of violence was started by foreign people. The the issue of voting? What good is voting when 35% of the indigenous people have fled? So, if I enter a bar and kick out all the women from there, then say, "hey guys, lets take a vote, should men get a free beer or women? what do you think the response will be?"
If Kashmiris want a fair vote, track every single foreigner that is living illegally there, and kick them out. Then, find every single Hindu Kashmiri that has spread around the world to escape ethnic cleansing, and put them back there. THEN VOTE.
To outsiders it seems a simple thing to do. But what they should know is you can't tell the difference between the two people, and, India is a developing nation, not everyone is accounted for. Undercover terrorists are very common. India has even had a number of Pakistani servicemen.
A fair vote will NEVER be able to happen at this point, whether the Indian army plays a role or not. It will be unfair to not count the votes that could have been cast by the religious minorities of that state, and impossible to do so.
