.BIN files only work in conjunction with .CUE files. Whereever you downloaded the .BIN file, there should have been a .CUE file along with it. There are two options that you can have.
1. create your own .cue file, which is a bit risky. example: if you open a cue file in .txt format, you'll get the following:
FILE "<<image file name here>>"BINARY
TRACK 1 MODE1/2352
INDEX 1 00:00:00
but, since you don't know what type of bin this is then you'll have trouble making it. Mode1/2352 are common, but there are Mode2. again, this is the risky part of creating on yourself. Maybe you can open the .BIN someone and see what type of file this is and edit the cue.
2. If you can't find a cue file nor make one, then my only suggestion is to convert the .BIN file to an .ISO file. This can be done using the following program:
